Progress in the Western Balkans is too often stalled by vague promises, slow institutions, and an overreliance on high-level policy talks disconnected from daily life. Our SOLUTIONS programme is based on a different approach: we identify specific gaps in the European integration process where progress is possible – and we propose realistic, practical solutions to address them.

This means pinpointing stalled reforms in areas like rule of law, media freedom, anti-discrimination, and minority rights – and then working with local experts, civil society and decision-makers to move things forward. Rather than lobbying with general demands, we produce targeted policy briefs, comparative research and pilot models based on success stories from other countries. We focus on what can be done now, not in some distant future.

Our work in this area is designed to be actionable. Whether it’s suggesting a legal fix, testing a community-based model, or supporting dialogue between civil society and state institutions, our aim is to create real openings for reform. By narrowing the scope, we increase the chances of success—and help break the narrative that nothing can change.
